As a framework, the panel will build upon the historic 1974 bi-national urban design plan for the San Diego/Tijuana Region, "Temporary Paradise?" by Kevin Lynch and Donald Appleyard, father of Dr. Bruce Appleyard. The C-3 plan goes beyond traditional planning programs that are limited by jurisdiction and integrates both sides of the US/Mexican Border to address sustainability issues for the environment, economics, land use, social equity, and life systems.
