The Buffalo Bayou Partnership, a non-profit advocacy group, was formed to implement the river restoration project. The Partnership led a wide range of citizens, advocacy groups and neighborhood representatives to develop a plan for the river's revival and its incorporation with the surrounding urban fabric.
